I was born in Tacoma, Washington in 1960 and graduated from Bellarmine Prep High School in 1978. I graduated from Harvard University in 1982 and was a four-year varsity soccer player and team captain my senior year. I graduated from Notre Dame Law School in 1986 and was admitted to the Washington State Bar in 1986. I am an Eagle member of the Washington State Association for Justice. I have been married to Julie Duggan since 1990 and have two sons, Conor and Kyle.

I know cycling and cycling incidents from all sides. I have been practicing injury law for 30 years and am an integral part of the Pacific Northwest cycling scene. I sponsor 17 teams (approximately 1,500 riders) and numerous charity rides and cycling related nonprofits and causes. I am an avid road cyclist and mountain biker. I ride 6000+ miles a year and I am a year-round daily bicycle commuter.

I have been struck by cars on two occasions and I have represented hundreds of cyclists over the past 12 years. Although I have been an attorney since 1986, in 2005 I decided to combine my vocation and avocation and focus my law practice on cycling advocacy. 100% of my practice is devoted to representing cyclists and helping make the Pacific Northwest better for all roadway users.
